At this point, Requiem for the Capital Wasteland is outdated anyway, as many improvements have been made in the latest version of Tale of Two Wastelands. You can't download Requiem for the Capital Wasteland here (nor anywhere else really), and you won't find any discussion of it here. Many of the team members are the same, and the goal is the same. Tale of Two Wastelands is the successor of Requiem for the Capital Wasteland (RFCW) project.
Raised Spellmaking Enchantments Limits/Supreme Magicka/L.A.M. nGCD: Use the levelupmenu.xml provided with nGCD. Tale of Two Wastelands (TTW) is a project that seeks to merge the content from the popular video game Fallout 3 into the more modern game engine of Fallout New Vegas so that both games can be played in the Fallout New Vegas engine. See paragraph 4.x of the '7z Install' section for specific compatability menus included.
